Why is it worth starting the transition to e-consignment note today?
On 1 February this year, we started testing the e-consignment note system. It will last for 6 months, and starting from 1 August, the use of e-consignment note will become mandatory for all road freight transport.
During this period, companies must choose an electronic document management (EDM) provider for cooperation and prepare for the implementation of the e-consignment note.
Why should you start the transition to the electronic waybill today?
Using e-consignment note, the carrier does not have to wait for the signed paper waybill to be returned to the shipper to receive payment for its service. Due to the fact that all 3 parties to the shipment – the sender, the carrier and the consignee – can work with the e-consignment note simultaneously in real time, the payment can be made immediately after the goods are received and the parties sign the e-consignment note using the QES.
E-consignment notedoes not need to be printed, sent with the driver or by post to other parties to the transport, or archived in paper form. This makes the use of an electronic consignment note more financially beneficial than a paper one.
📌The use of e-consignment note increases the transparency of doing business. Thanks to the digitisation of the process, information about the cargo and the vehicle will be contained in the central database of the e-consignment note system, where all actions of the parties to the transport are recorded, documents cannot be forged, and all changes can be tracked. Whereas on paper, fraud with quantitative and qualitative indicators is possible.

The e-consignment note system is being implemented in partnership by the Ministry of Infrastructure of Ukraine with the support of the Ministry of Digital Transformation of Ukraine and USAID/UK aid of the TAPAS Project/Transparency and Accountability in Public Administration and Services, with the participation of the NGO Institute for Analysis and Advocacy, which is the administrator of the e-consignment note system for the duration of the project.
