Online meeting with representatives of business associations on the implementation of e-consignment note: release

On 1 August 2023, the use of e-consignment note will become mandatory for all road freight transport.
This was announced at an online meeting with representatives of business associations on 27 January by Mustafa Nayyem, Deputy Minister of Communities, Territories and Infrastructure of Ukraine.
The meeting was attended by nearly 500 representatives of Ukrainian business.
According to Anatoliy Komirnyi, the introduction of the e-consignment note system will allow to completely move away from paper-based carriers in the process of cargo transportation and make data exchange between participants fast and comfortable.
According to Artem Mykhailiuk, Advisor to the Vice Prime Minister and Minister of Digital Transformation, the introduction of e-consignment note once again confirms the European vector in the digitalisation of business processes in Ukraine.
At the same time, Stas Boiko stressed that the project will help reduce the space for corruption in the freight sector, increase the transparency of relations between business and the state, and promote economic activity.
Anton Zinchenko, Head of Digitalisation Projects at the Institute for Analysis and Advocacy, reminded that two EDI providers have now successfully passed the test of interaction with the eB/L system. The testing of other providers will continue as soon as the eBill of Lading system is transferred to the balance sheet of the Ministry of Recovery.
Thus, starting from 1 February 2023, businesses have time to gradually transition, test and adapt to the use of e-consignment note. To do this, a company needs to conclude an agreement with one of the EDI providers that have joined the project in order to be fully prepared for the digitalisation of this business process by 1 August.

The implementation of the e-consignment note system is carried out in partnership between the Ministry of Infrastructure of Ukraine with the support of the Ministry of Digital Transformation of Ukraine and USAID/UK aid of the TAPAS Project/Transparency and Accountability in Public Administration and Services and with the participation of the NGO “Institute of Analysis and Advocacy”, which is the administrator of the e-consignment note system for the period of the project.
