IAA together with the consortium is launching the initiative “Re:silence. Re:covery. Re:construction. (Re:Ukraine project)”

IAA together with the consortium Transparency International Ukraine, Vox Ukraine, Ukrainian Development Foundation and with the support of the European Union in Ukraine launches the initiative “Re:silence. Re:covery. Re:construction. (Re:Ukraine project)”.

The main components of the “Re:Ukraine project” activities are: 

  • Communication: the project envisages communication and information campaigns to draw attention to the events in Ukraine and their consequences caused by Russia’s full-scale invasion;
  • Assessment of material damage: the project provides support to the “Russia will pay” initiative – a project to collect, verify, analyse, evaluate and process information on material destruction and damage caused by Russian aggression for further legal action; 
  • Legal review in the area of public financial management (PFM): the need for implementation is dictated by the context of the ongoing reforms in the area of PFM and public administration (PA) in Ukraine, with amendments to the specifics of wartime;
  • Public procurement: the project highlights the need to conduct qualitative monitoring and analysis of the effectiveness and functioning of the public procurement system in wartime, as the public procurement (PP) sector has been significantly modified to reflect the country’s extraordinary needs due to the war;
  • Study of the experience of countries’ recovery from war, other conflicts and natural disasters: the project provides an overview and proposals for the use of recovery and reconstruction practices that have been implemented in different countries and can be applied in Ukraine.

In particular, the consortium will work on

👉researching the recovery pathways of more than 20 countries that have been devastated by wars and disasters to find solutions that will contribute to the progress of recovery and identify solutions that should not be implemented (that have not worked)

👉developing BI tools for generating public data and reports on material damage caused by Russian aggression (damaged.in.ua);

👉monitoring public procurement during the war and post-war reconstruction, analysing legislative changes and preparing recommendations for their improvement, studying international practices;

👉monitoring and debunking Russian fakes and propaganda; continuing communication activities with international businesses still operating in Russia, as well as with Russian-affiliated companies in Ukraine;

👉Increase the capacity of NGOs to quickly reformat and adapt their activities in wartime and post-war in the face of a forced change in the priority needs of society.
