Monitoring the Reconstruction Process in Ukraine: Challenges and Needs

In Ukrainian legislation, the concept of “control” is often confused with the concepts of “monitoring” and “supervision”. The situation is the same with controlling authorities: according to the texts of laws not only tax and customs authorities, but almost every central executive body has controlling powers in a certain area.
The active phase of development of the state recovery framework in Ukraine is an important step in the process of rebuilding the country suffering from Russian aggression. However, the absence of a unified state approach to organizing reconstruction creates problems in the vision of the system and control mechanisms at different stages of the process.
Most of the institutions and legislative initiatives aimed at ensuring recovery are limited to monitoring and reporting, but do not have the ability to respond to identified deviations.
It is also worth noting that during martial law, some state control measures were suspended, which complicates the situation. Government funds allocated for recovery have different procedures and levels of control.
In this article, the researchers tried to answer the following questions:
- What controlling powers do Ukrainian institutions have in the area of reconstruction?
- How do international donors control the spending of funds provided to Ukraine?
- What should be changed in terms of control over reconstruction?
