Institute for Analytics and Advocacy became a partner in the implementation of the DREAM ecosystem

For effective and coordinated work on Ukraine’s recovery, it is important that needs, recovery projects and investors find each other. This is why DREAM (Digital Restoration Ecosystem for Accountable Management) was created – a state digital ecosystem that provides a single digital space for all recovery projects.

Thanks to the MATRA programme of the Kingdom of the Netherlands, the Institute of Analytics and Advocacy was able to join the process of rebuilding Ukraine and ensure the effective implementation of the system in Poltava, Sumy and Kharkiv regions.

Digitalisation has always been one of the priorities of the IAA, as many processes can be made much more efficient by eliminating paper. We once helped with the PROZORRO process, and now we are also developing the implementation of the e-consignment note system. DREAM is the answer to our current challenges, because rebuilding Ukraine requires not only quick decision-making, but also transparency and accountability at all stages.

DREAM is like PROZORRO for reconstruction, but in the case of DREAM, control is an important but not the main function of the system, as the reconstruction and further development of Ukraine will require significant resources, and DREAM will act as a platform that will bring together the needs for the restoration of destroyed facilities and potential investors from around the world.

We, as the implementation office, act as a bridge between the ecosystem and local governments, so our task is to provide not only practical knowledge of how to interact with the system, but also applied skills in project selection, design and administration, as DREAM opens a huge window of opportunity for communities, and we will accompany them along the way.

Our activities cover three oblasts, namely: Sumy, Kharkiv, and Poltava, and each region has its own regional coordinators who help local governments work with DREAM, provide training, and explain the aspects of project submission and the specifics of the ecosystem.
