Transport 2025: challenges and opportunities on the road to the EU

Efficient and well-established logistics are critical for Ukraine’s economic security and integration into the EU. Today, the transport sector faces a number of unprecedented challenges: losses from attacks by the Russian Federation, limited investment for restoration and modernization, and the reformatting of logistics routes.
In these conditions, European integration of transport takes on special significance and becomes one of the key drivers of recovery. It creates incentives for infrastructure renewal, improved management efficiency, the introduction of modern safety and environmental standards, and Ukraine’s integration into European logistics networks.
This policy brief provides an assessment of the state of the transport system and Ukraine’s fulfillment of its obligations, in particular under the Association Agreement, Ukraine’s Plan within the Ukraine Facility, and the European Commission’s recommendations for EU membership. Based on the analysis, priority steps aimed at improving the sustainability and efficiency of the transport sector have been identified.
This document may be useful for state authorities, local self-government bodies, expert groups, and international partners interested in the development of Ukraine’s transport system and the acceleration of European integration processes.
