IAA analysts continue to explore possible ways to finance communities for infrastructure restoration. The previous analytical material in this series was about grant funding for recovery. This material was devoted to obtaining funds for recovery through local borrowing.


The policy paper analyzes the latest trends in attracting credit financing by communities for infrastructure needs, identifies obstacles and shortcomings in this process, and suggests options for solving them.
The analytics will be useful for

  • local governments wishing to attract credit financing for infrastructure projects in the community;
  • legislators and executive authorities that develop and implement state policy in the field of local borrowing and decentralization;
