Recovery and development of de-occupied communities: financing, governance, human capacity

Local communities in Ukraine have different experiences of war, but what they have in common is that successful recovery depends on a whole range of characteristics that ultimately determine their absorption capacity. The issue of absorption capacity is particularly acute in the context of the recovery of de-occupied communities.
That is why we conducted a study of a sample of 25 de-occupied communities in the Kyiv, Sumy, Kharkiv, and Chernihiv regions, focusing on:
- the current state and absorption capacity of communities after de-occupation;
- the experience of recovery of the studied communities in the context of the regions;
- and the main obstacles to this process.
The proposals formulated based on the results of the study should contribute to increasing the level of absorption capacity in de-occupied communities, which is not only desirable but also vital for successful reconstruction. This will allow them to use available resources as effectively as possible, attract new investments, and ensure a quick return to normal life.
