Customs Reform: How Coordination Works Between the Government, Business, and the Public

This monitoring report was prepared based on an analysis of the coordination platform’s activities in the customs sector during 2025. The purpose of the analysis was to assess the effectiveness of cooperation between government agencies, the business community, and the public in the process of formulating and implementing customs policy, as well as to identify systemic issues affecting the quality of reforms. Particular attention was paid to the lessons learned from the challenges of the reporting period that should be taken into account for future work.
The monitoring report covers the following key areas:
- the state of strategic planning in the customs sector (coherence of documents, presence of goals and indicators);
- regulatory activities, in particular European integration changes and the development of a new Customs Code;
- the development of customs partnerships with educational institutions and other organizations;
- access to public information and open data;
- as well as practices for communication and interaction with business and the public, including the work of advisory bodies.
The document will be useful for officials in customs and financial authorities responsible for implementing reforms to improve the rollout of changes and enhance communication with key stakeholders. For business associations and relevant civil society organizations, the report will serve as a source of arguments regarding the need for more systematic consultations and timely explanations of new measures. Experts and think tanks will find in it a systematic overview of coordination challenges that affect the pace of customs reform.
