Approaches to Coordinating Reconstruction

The world has different approaches to overcoming the consequences of disasters: they are determined by the capabilities, the nature of the impact on the region, the area affected, and the assessment of the effectiveness of recovery measures. After an event that has caused significant destructive consequences, there is a need to attract resources from the entire country where the disaster occurred and the international community, which should provide assistance in all possible ways (humanitarian, financial, consulting, organizational, etc.).

Today, to overcome the consequences of large-scale disasters, there is a practice of creating a separate institution that assumes responsibility for effective recovery, as well as for taking preventive measures to mitigate the impact on the country or region. The strategy of such organizations should be in line with the needs for recovery, and the institution should act in accordance with the requirements of stakeholders.

In this article, we have reviewed the experience of three countries that have been affected by natural disasters that have caused significant destruction. Each of them created (or reformed) an institution that had to take responsibility for overcoming the consequences and implement mitigation measures against the impact of future disasters.
