IAA together with the NGO “ToP” are implementing the project “ACCORD: Accountability and Capacity-building for Customs Oversight and Reform Development”

The NGO “Institute of Analytics and Advocacy” together with the NGO “Technology of Progress” are implementing the project “Accountability and Capacity-building for Customs Oversight and Reform Development” with financial support from the European Union aimed at enhancing transparency, accountability, and effectiveness of the activities of the State Customs Service of Ukraine, as well as aligning customs policy with EU standards.

The main objectives of the project are focused on improving transparency, accountability, and effectiveness of the State Customs Service of Ukraine, as well as providing recommendations for modernizing its activities in line with EU standards and requirements. It will contribute to strengthening Ukraine’s economic security, which is crucial in the context of post-war recovery. Moreover, the successful implementation of reforms by the Ukrainian government, particularly the State Customs Service, is a necessary prerequisite and a decisive step on Ukraine’s path to EU membership.

The project tasks are concentrated on four main directions:

  • Increasing awareness and competencies of civil society organizations and anti-corruption observers in customs operations, enabling better recognition and response to potential deviations from effective work.
  • Implementation of public analytical tools for objective assessment of customs authorities’ effectiveness and overall customs service activities.
  • Monitoring the progress of legislation and institutional reforms towards aligning the Ukrainian customs with EU standards.
  • Strengthening dialogue and cooperation between the government, civil society, and businesses for the effective reform of customs and bringing its operational activities in line with EU standards.
