After the start of the full-scale invasion, international aid became vital to keep the state running. During a significant period of the full-scale invasion, the state budget’s own revenues were directed towards financing defence, while \u2018civilian\u2019 expenditures were covered by partners. At the same time, the large number of areas of assistance led to fragmentation of mechanisms and donors, making it difficult to assess trends in the receipt and use of funds.<\/p>\n\n\n\n
The purpose of this report is to systematise and interpret data on international aid provided, highlighting characteristic periods of donor support, which allows us to understand how predictable inflows are and how quickly announced commitments are transformed into real resources. This approach helps to assess the stability and timeliness of inflows and the subsequent use of resources.<\/p>\n\n\n\n
In this report, we focus on financial and humanitarian aid, without going into detail about military support. In addition to providing an overview of the dynamics and structure of aid, we highlight key periods and trends in its receipt and analyse the ratio of pledged commitments to actual receipts using a specially calculated index.<\/p>\n\n\n\n
