In particular, it examines the alignment of legislation with EU standards, the development of law enforcement within customs, the introduction of digital customs systems, the expansion of common transit and the Authorised Economic Operator (AEO) programme, human resource development, and the effectiveness of public finance management, risk management, and post-customs control.<\/p>\n\n\n\n<p>This report will be particularly useful for:<\/p>\n\n\n\n<ul><li>representatives of Ukrainian government authorities responsible for developing and implementing customs policy and the process of European integration;<\/li><li>economic operators and business associations interested in simplifying customs procedures, regulatory predictability, and harmonisation with European Union customs standards;<\/li><li>analysts and experts researching customs administration, the adaptation of Ukrainian legislation to EU requirements and law enforcement issues;<\/li><li>civil society organisations who are monitoring and controlling the activities of the State Customs Service of Ukraine and the process of European integration;<\/li><li>international partners and organisations supporting Ukraine in implementing customs reforms on its path to EU membership.<\/li><\/ul>\n\n\n\n<p>The report provides an independent assessment of the progress and challenges involved in aligning Ukraine&#8217;s customs legislation and practices with European Union standards by the end of June 2025.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This shadow report provides an analysis of the current state of affairs in Ukraine&#8217;s customs sector.
