The armed aggression of the russian federation has led to the destruction of infrastructure, businesses and economic activity in a number of regions. As a result, the unemployment rate in Ukraine has risen to 30% and the level of income of the population has significantly decreased.<\/p>\n\n\n\n<p>Due to Russia&#8217;s full-scale invasion, at least 109 large and medium-sized enterprises of various forms of ownership in Ukraine suffered direct losses. Of these, 19 private and state-owned large and medium-sized enterprises were completely destroyed, and another 90 were partially damaged.<\/p>\n\n\n\n<p>As of the end of 2022, at least 5 million people had lost their jobs due to the fighting in Ukraine, and about 7 million more were forced to leave the country. About 10 million people were employed in the regions where the fighting is still ongoing.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"1024\" height=\"538\" src=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f2-2-1024x538-1.png\" alt=\"\" class=\"wp-image-617\" srcset=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f2-2-1024x538-1.png 1024w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f2-2-1024x538-1-300x158.png 300w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f2-2-1024x538-1-768x404.png 768w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f2-2-1024x538-1-95x50.png 95w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n<h2>How is the unemployment problem being addressed in Ukraine?<\/h2>\n\n\n\n<p><strong>Employment of the population<\/strong><\/p>\n\n\n\n<p>In the fall of 2022, the Government proposed a mechanism to involve all those who have temporarily lost their jobs in the country&#8217;s &#8220;Army of Recovery&#8221;. People who are currently unemployed for various reasons can join this army by performing socially useful work to rebuild Ukraine (clearing debris from roads, arranging and fortifying checkpoints, cutting down trees to form trenches, etc.) The state pays for such work at the level of the minimum wage of UAH 6,700.<\/p>\n\n\n\n<p>For Ukrainians who have been forced to leave their homes and move to other cities in Ukraine or abroad, there is an employment platform called UAtalents. The aim of the initiative is to enable IDPs to quickly find a job, both remotely abroad and in Ukraine. The platform focuses on tech jobs, but it also receives requests for jobs in other areas.<\/p>\n\n\n\n<p><strong>Support for businesses and IDPs<\/strong><\/p>\n\n\n\n<p>The government program eRobota also contributes to solving the unemployment problem. The project provides Ukrainians with grants of up to UAH 250,000 to start a business, develop entrepreneurship, and receive training. It is worth noting that a separate grant program has been created for processing companies, where the maximum amount of assistance reaches UAH 8 million. The main condition for receiving funds under both programs is the creation of new jobs.<\/p>\n\n\n\n<p>To support businesses, the Government has also introduced a compensation program for the employment of IDPs. For each employed IDP, the government pays compensation to the employer in the amount of the minimum wage (UAH 6,700) for 2 months. The projected employment of IDPs in 2023 is 23 thousand people, while in 2022 more than 16 thousand internally displaced persons were employed.<\/p>\n\n\n\n<p><strong>Retraining and education<\/strong><\/p>\n\n\n\n<p>The issue of retraining remains equally important, because in a situation where it is difficult to find a job in your specialty, you can try yourself in a fundamentally new field. There are many resources that help Ukrainians learn new professions or improve their skills. For example, the Ukrainian City and Prometheus portals contain platforms, courses, trainings, telegram channels, and many other opportunities for Ukrainians.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"1024\" height=\"538\" src=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f3-2-1024x538-1.png\" alt=\"\" class=\"wp-image-618\" srcset=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f3-2-1024x538-1.png 1024w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f3-2-1024x538-1-300x158.png 300w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f3-2-1024x538-1-768x404.png 768w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f3-2-1024x538-1-95x50.png 95w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n<h2>What do job search sites offer?<\/h2>\n\n\n\n<p>As of today, work.ua, Ukraine&#8217;s largest job search site, has 66,826 vacancies*. Most of them are in the service sector. Workers&#8217; specialties and sales and procurement services are equally in demand. The average salary for these specialties ranges from UAH 14,000 to 18,000.<\/p>\n\n\n\n<p>At the same time, the number of job seekers on the portal is almost 3 times higher than the number of vacancies &#8211; there are about 220 thousand of them*. Job seekers are looking for work in management, service, and labor specialties. Candidates offer their services at higher prices &#8211; from 15 to 19 thousand hryvnias on average.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"1024\" height=\"538\" src=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f4-1024x538-1.png\" alt=\"\" class=\"wp-image-619\" srcset=\"https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f4-1024x538-1.png 1024w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f4-1024x538-1-300x158.png 300w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f4-1024x538-1-768x404.png 768w, https:\/\/iaa.org.ua\/en\/wp-content\/uploads\/sites\/3\/2023\/05\/f4-1024x538-1-95x50.png 95w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption>*vacancies and resumes for the last 30 days from 09.03.2023 are considered<\/figcaption><\/figure><\/div>\n\n\n<p>As we can see, the number of offers from job seekers far exceeds the demand of employers. Similarly, the desired level of salary in the submitted resumes is higher than the one indicated in the vacancies. The reason is clear: all Ukrainians are living in extremely difficult conditions and in order to provide for their families, they need to make significant efforts to keep their jobs or find them.<\/p>\n\n\n\n<p>After the victory, Ukraine&#8217;s economy will recover and new jobs will be created for those with the right qualifications and the desired level of salary.
